Quick answer: A WhatsApp Business Solution Provider (BSP) is a Meta partner that connects businesses to the WhatsApp Business Platform, handles onboarding and often pays Meta on your behalf through a credit line. As of October 2026, every route runs on Meta's Cloud API, and a business can also connect directly. Most teams under ten people do not need a raw BSP; they need software that already sits on the Cloud API.

Key takeaways (October 2026)

  • Meta's developer documentation now names three partner types: Solution Partners (the classic BSPs, with credit lines), Tech Providers and Tech Partners (no credit lines).
  • The On-Premises API expired on 23 October 2025, so every provider, and every business that connects directly, uses the Cloud API, which sends up to 80 messages per second per number by default.
  • Provider fees range from $0.001 per message (Gupshup self-serve) and $0.005 per message (Twilio) to 49 euros per number per month (360dialog) and $59 to $349 a month for inbox software.
  • Meta's own charges are the same whichever provider you pick: per delivered message, with 1,000 service messages per number per month before charges start.
  • A number can move between providers and keep its display name, quality rating and messaging limit.

If you have looked into the WhatsApp Business API for more than ten minutes, someone has told you that you need a BSP. The term shows up in every pricing page, every comparison and every sales call. Yet the companies selling under that label do very different things: some sell raw API access by the message, some sell a number subscription, and some sell a full inbox with automation on top. This guide explains what the label means in Meta's own words, what changed in 2025 and 2026, what each type of provider charges, and how a small business can tell whether it needs one at all.

We checked Meta's definitions, pricing rules and migration rules on Meta's developer documentation in October 2026, and every vendor price below on that vendor's own pricing page in the same month.

What is a WhatsApp Business Solution Provider?

A WhatsApp Business Solution Provider is a company Meta has approved to offer WhatsApp Business Platform services to other businesses: setting up accounts and numbers, billing for messages, integration help and support. Meta's current documentation calls them Solution Partners, and the older "BSP" label is still what most vendors use.

Meta's developer documentation, as of October 2026, describes three kinds of partner:

  • Solution Partners are "Meta Business Partners that provide a full range of WhatsApp Business Platform services", including billing, integration support and customer support. They have credit lines, which they can extend to the clients they onboard, so the client never has to add a payment method to Meta. They can also invoice clients directly for Platform usage. This is what the industry has called a BSP for years.
  • Tech Providers can also offer the full range of Platform services to other businesses, either alone or together with a Solution Partner. The difference Meta spells out is short: "Tech Providers do not have credit lines." A client onboarded by a Tech Provider adds its own payment method, Meta bills the client for messages, and the Tech Provider bills for its own software.
  • Tech Partners are Tech Providers that are, or are eligible to become, Meta Business Partners.

Meta also describes Multi-Partner Solutions, where two partners jointly manage a client's assets, for example a Tech Provider whose software you use, working with a Solution Partner that shares its credit line.

So "BSP" is less a product than a billing and onboarding role. The provider sits between your business and Meta, and the question that matters is what it adds on top of that position. Our explainer on the WhatsApp Business app vs API covers why a business moves to the Platform in the first place.

How WhatsApp API access works in 2026

In 2026, every business that uses the WhatsApp Business Platform sends through Meta's Cloud API, hosted by Meta. You reach it in one of three ways: directly with your own Meta app, through a BSP's account and tools, or through software built on the Cloud API that connects your number for you.

This is simpler than it used to be. Until 2025, many BSPs hosted the On-Premises API, a version of WhatsApp's software that ran on servers they managed, and that hosting was a real part of their value. Meta's sunset notice states that the final On-Premises client expired on 23 October 2025 and can no longer send messages; Meta points everyone to the Cloud API, which it says supports up to 1,000 messages per second. The Cloud API overview lists 80 messages per second per business phone number by default, with upgrades available. Hosting is no longer something a provider can sell you.

The three routes, side by side:

  1. Cloud API direct. Meta's getting-started guide walks through it: register as a Meta developer, create an app with the WhatsApp use case, connect or create a WhatsApp Business account in a business portfolio, add a phone number, and generate a permanent access token through a system user with three permissions (business_management, whatsapp_business_messaging and whatsapp_business_management). Messages arrive at a webhook you host. Meta bills your own Messaging account through Billing Hub.
  2. A BSP (Solution Partner). The provider onboards your number through Meta's Embedded Signup, may cover message costs on its credit line and invoice you, and usually adds a dashboard, an API of its own and support.
  3. Software built on the Cloud API. An inbox, CRM or automation tool connects your number, often through the same Embedded Signup flow, and gives you the screens your team actually uses. The software company may be a Solution Partner, a Tech Provider, or a customer of either.

Here is how they compare for a small team:

See How It Works

What a BSP actually does for you

A BSP earns its fee in five places: onboarding your number, billing Meta's charges through its credit line, an API or dashboard for sending and receiving, help with templates and policy, and support when a number is restricted. Hosting, once the main reason to use one, ended with the On-Premises API.

Each piece, and how much it matters for a business with a handful of people:

Onboarding. Meta's Embedded Signup lets a partner launch a sign-in flow from its own website, which creates your WhatsApp assets and authorises the partner's app to use them. It takes minutes. Meta also offers a coexistence path for numbers already used in the WhatsApp Business app, so the number keeps working on the phone while a Platform tool runs alongside it. Ask any provider whether it supports coexistence for your number.

Billing. Only Solution Partners have credit lines. If you cannot or do not want to add a card to Meta, this is the one service only a BSP provides. For most small businesses, adding a payment method in Billing Hub is a five-minute task, and Meta's pricing page says that without one, service messages beyond the monthly allowance are not delivered.

The API and dashboard. Raw connectivity providers give developers a cleaner API than Meta's Graph API, plus logs and analytics. Inbox-style providers give non-developers a shared inbox, broadcasts and chatbots. These are very different products under the same label.

Templates and policy. Every message you start, and every message sent more than 24 hours after the customer last wrote, must use a template Meta has approved. A good provider categorises templates correctly, submits them and tracks their status. Our guide to WhatsApp message templates covers categories and approval.

Support. When a number's quality rating drops or Meta restricts an account, a provider with a direct partner channel can sometimes get answers faster. This is hard to measure before you need it, so ask for the support terms in writing.

What a BSP does not do is change Meta's rules. Templates, the 24-hour window, messaging limits and per-message charges apply identically on every route.

What WhatsApp BSPs charge: October 2026 prices

Provider pricing follows three models: a per-message fee on top of Meta's charges, a monthly fee per phone number, or a monthly subscription per seat or plan for inbox software. The prices below are from each vendor's own pricing page in October 2026 and exclude Meta's message charges and taxes.

ProviderTypePrice as of October 2026What the price covers
TwilioConnectivity API$0.005 per message, inbound or outbound, plus $0.001 per failed messageDeveloper API; Meta's fees passed through separately
Gupshup (self-serve)Connectivity API$0.001 per message, templates and session messagesMeta's fees billed at actuals; media free
360dialogConnectivity API49 euros per number per month (Regular), 99 euros (Premium), 500 euros (Scale)States no markup on Meta fees
InfobipConnectivity APIPer message by category; pay-as-you-go calculator, custom plans via salesExact figures sit behind its calculator
WatiInbox softwareGrowth $59/month (3 users), Pro $119/month (5 users, +$39 per extra user), billed annuallyShared inbox, broadcasts, chatbots
respond.ioInbox softwareStarter $79 annual or $99 monthly (5 users), Growth $159/$199, Advanced $279/$349Omnichannel inbox, workflows
InteraktInbox softwareGrowth $55/month, Advanced $69/monthSome prices apply to Indian numbers; check your market
SleekFlowInbox softwarePro $109/month billed yearlyOmnichannel inbox, broadcasts
RasayelInbox software$30 per user per month, 5-seat minimumSales-focused WhatsApp inbox
GlassixInbox softwareStarter $49 per agent per month, Growth $65Omnichannel inbox

Three patterns stand out.

Per-message providers look cheapest and cost the most to use. Twilio's half a cent per message is $15 for 3,000 messages, but you still need someone to build the inbox, the template handling and the CRM connection. That build is the real price.

Per-number fees stack. 360dialog's 49 euros is per number. A business with three numbers for three teams pays three times, before any software to read the chats.

Seat-based software scales with headcount. Rasayel's 5-seat minimum means at least $150 a month; Wati Pro with two extra users reaches $197. Price the plan for the team you will have next year.

Two more costs rarely appear on the pricing page: markups on Meta's fees and setup fees. 360dialog says it adds no markup, and Gupshup's self-serve page lists no markup on marketing messages, but not every provider publishes this. If a vendor bills Meta's charges through its own invoice, ask for the rate card it uses and compare it with Meta's. For deeper reviews of the inbox tools, see our guides to Wati alternatives and respond.io alternatives.

Meta's charges are the same with every provider

Whatever provider you choose, Meta charges per delivered message, by category and by the recipient's country. As of October 2026, each business number gets 1,000 service messages a month before charges start, marketing templates are always charged, and utility templates are charged even inside an open window.

The rules from Meta's pricing documentation, as of October 2026:

  • Categories. Templates are billed as marketing, utility or authentication. Replies inside the 24-hour customer service window are service messages. Meta does not charge for messages customers send to you.
  • Service allowance. Since 1 October 2026, each business phone number gets 1,000 service messages per month at no charge from Meta. Unused messages do not roll over, and the 1,001st is charged.
  • Utility inside the window. Since 1 October 2026, utility templates sent inside an open customer service window are charged again.
  • The free entry point. When a customer messages you from a click-to-WhatsApp ad opened in the Android or iOS app and you reply in time, a window of up to 7 days opens in which your messages are not charged. Desktop and web do not qualify.
  • Rate changes. Meta can change rates only on the first day of a quarter, with at least one month's notice for rate card changes.

Rates vary by country, so take them from Meta's live rate card rather than from any article, this one included. Our WhatsApp Business API pricing guide walks through the categories with examples, and our click-to-WhatsApp ads guide covers the free entry point in detail.

The practical point for choosing a provider: Meta's part of the bill is identical everywhere. Any comparison that shows one provider as "cheaper on messages" is either comparing markups or comparing different message mixes.

Does a 5-person business need a BSP?

Usually not. A small team needs a WhatsApp number on the official Platform, a place where several people can answer, templates that get approved, and replies that reach the customer record. Software built on the Cloud API covers all four. A raw BSP adds value mainly at high volume, across many numbers, or when someone else must pay Meta.

Think in terms of what you are actually short of:

You need a raw BSP or connectivity API if you have developers building your own product on WhatsApp, you send hundreds of thousands of messages a month, you run many numbers across brands or countries, or you are an agency onboarding clients and need a credit line to bill them.

You need software on the Cloud API if your team wants to answer customers, follow up on leads and send the occasional broadcast, and nobody wants to maintain webhooks. The software's connection to Meta is the "BSP part"; you never touch it.

You may not need the Platform at all if one or two people answer every chat from one phone. The WhatsApp Business app allows one phone plus a handful of linked devices, and its broadcast lists cap at 256 contacts who have saved your number. When those limits start to hurt, our guide to WhatsApp Business with multiple users explains the options.

One more limit applies on every route. New business numbers can start conversations with 250 unique people per rolling 24 hours, then 2,000, 10,000, 100,000 and unlimited as quality and business verification allow. No provider can buy you a higher limit; it is earned with message quality. Our guide to the WhatsApp verified business account covers verification.

Policy is the same everywhere too. Since 15 January 2026, Meta's WhatsApp Business Solution Terms bar general-purpose AI assistants, where the AI itself is the product, from the Platform. Business-specific AI that answers your own customers, qualifies leads or books appointments is allowed. A provider cannot sell you an exception.

How to read a BSP contract

Before you sign with any WhatsApp provider, check eight things in writing: who owns the WhatsApp Business Account, how Meta's fees are passed through, the minimum term, setup and per-number fees, number migration on exit, data export, support terms, and what happens if Meta restricts your number.

  1. Account ownership. Ask whether the WhatsApp Business Account sits in your own business portfolio or in the provider's. Meta's migration rules let the owner of the destination account start a move, so owning your assets makes leaving easier.
  2. Meta fee pass-through. Does the provider bill Meta's charges at cost or with a markup? Ask for the rate card it uses.
  3. Minimum term and billing period. Many prices above are "billed annually". Check the monthly price and the notice period.
  4. Setup and per-number fees. A per-number fee multiplies with every team or brand number you add.
  5. Migration on exit. Ask how the provider handles a request to move your number to another provider, and how long it takes.
  6. Data export. Your conversation history lives in the provider's software, not with Meta. Ask in which format you can export chats and contacts, and whether that costs extra.
  7. Support and restrictions. Get response times in writing, and ask what the provider does if your number's quality rating drops or Meta restricts it.
  8. Limits on automation and AI. Check that any chatbot or AI feature serves your own customers, in line with Meta's 2026 terms, and that every automated message carries an opt-out.

A provider that answers all eight clearly is usually one you can trust with the rest.

Switching providers without losing your number

You can move a WhatsApp Business number from one provider to another. Meta's documentation describes migrating a number between WhatsApp Business Accounts, started by the destination provider or business, and the number keeps its display name, quality rating, messaging limit, Official Business Account status and high-quality templates.

The details from Meta's migration guides, as of October 2026:

  • Migration is started from the destination side, usually through the new provider's Embedded Signup flow, or programmatically by a business or Solution Partner that owns the destination account.
  • High-quality templates are copied to the new account and approved, as long as it has room for them. Template quality ratings start again from the last 24 hours of data.
  • The old account keeps sending and receiving until the number is registered on the new one, so the switch need not cause downtime.
  • Numbers are migrated one at a time, and the display name must be approved, with no pending name change.
  • Numbers still in use in the WhatsApp Business app cannot use this route; they move to the Platform through onboarding instead.

What does not move is your history. Chats, notes and contact fields sit in the old provider's software. Export them before you cancel, and choose a next tool that keeps every conversation on the customer record, so the next move is painless. Our guide on how to connect WhatsApp to a CRM explains what to keep.

Ready to hand off the busywork?

Zoye brings AI-powered CRM, task management, and automation into one workspace.

Get Started

When your software is the connection: Zoye

For most small teams, the best WhatsApp provider is the software they already run the business in. Zoye takes that route: it is not a BSP reseller, and it does not sell WhatsApp access or a credit line. It is software that runs on the official Cloud API as a verified Meta Tech Provider.

Zoye dashboard showing leads, deals and tasks next to WhatsApp activity

The Zoye dashboard puts WhatsApp leads next to deals, tasks and the week's numbers, so a new chat is never separate from the work it creates.

Zoye is an AI Business Operator: one workspace with thirteen tools that already link to each other, from contacts and deals to tasks, calendar, invoices and reports, and an AI assistant that works them for you in the web app, on WhatsApp, in Slack or through the Claude connector. On WhatsApp that means:

Six WhatsApp automations, off by default. A new-lead message with switches per source (ads, forms, website, API, manual) and one message per person; a lead qualification bot that writes each answer into the right CRM field; smart audiences that stay current as records change; scheduled broadcasts with merge fields and pacing; template approval handled for you (Zoye categorises templates, submits them to Meta and tracks their status); and click-to-chat capture. Each one confirms with you before it sends. See the full set of WhatsApp automations.

An AI agent that answers, qualifies and books. It answers the customer's actual question, offers times from one Booking list with automatic reminders, can send a payment link in the chat (Stripe, or Grow in Israel), and hands the conversation to a teammate when a person should take over, with the whole chat already on the lead's card.

Meta's rules built in. First messages, and anything sent more than 24 hours after the customer's last reply, go out as approved templates automatically. Every outbound message carries an opt-out, STOP is honoured across the workspace, and if Meta rejects a send you hear the reason instead of a false confirmation.

Built by describing it. Tell the assistant what should happen, for example "when a lead from the website goes quiet for two days, send the follow-up template and create a call task for the owner". Zoye builds the rule, shows it to you in plain English, and waits for your approval.

Honest limits. As of October 2026, connecting your own business number is coming soon, awaiting WhatsApp's approval. Today, Zoye has the WhatsApp conversations with your leads, and Chats is one inbox for those conversations plus Instagram and Facebook messages and comments, with assignment, team notes, quick replies and every chat saved on the contact card. Zoye is not a bulk-sender, not a helpdesk suite and not a raw API for developers, and it does not run ads. Meta's message charges apply on top of any software, Zoye included.

Pricing: Almost Free costs $5 a month ($4 billed annually) for 1 team member, 1GB, the core tools, 15 AI prompts a month and Google integrations; automations are not included. Starter is $29 a month ($23 annually) with 10 members and 5GB, Growth $59 ($47) with 20 members and 10GB, Scale $119 ($95) with 100 members and 25GB, and Customize is quoted to fit. The pricing page has the details.

Best for: small teams that want WhatsApp leads answered, qualified and followed up from the same place they run deals, tasks and invoices, without managing an API connection.

How to choose a WhatsApp provider in 10 minutes

Start from your team, not the provider list. Count who answers WhatsApp, how many messages you send a month, how many numbers you need, and whether anyone writes code. Those four answers point to a connectivity API, an inbox tool, or software that runs the whole customer record.

Work through these questions in order:

  1. Does anyone on the team write and maintain code? If no, rule out raw connectivity APIs (Twilio, Gupshup, 360dialog, Infobip) unless a developer partner will maintain the build.
  2. How many people answer chats? One or two on one phone can stay on the WhatsApp Business app for now. Three or more need a shared inbox on the Platform.
  3. Where should a chat end up? If chats must become contacts, deals, bookings and invoices, choose software where the conversation lands on the record, not an inbox you copy from.
  4. How many numbers and how much volume? Several numbers or high volume favours a provider with per-message pricing and solid limits; a single number favours a monthly plan.
  5. Who pays Meta? If you cannot add a payment method to Meta, you need a Solution Partner's credit line; otherwise, any route works.
  6. What does a busy month cost? Add the provider fee, the seats you will need next year and Meta's charges from its rate card. Compare that total, not the headline price.

Then run a two-week test on one number with real customers. Judge it by two numbers: how fast every new chat got its first answer, and how many chats became a booking, a quote or a sale. If you want new leads answered, qualified and followed up from the same place as your contacts, deals and tasks, see pricing for the plan that fits your team.
