Quick answer: the best WhatsApp AI agent is the one that leaves something useful behind after the chat: a qualified lead, a booked slot, an updated deal, a clean handover. Zoye ranks first for small teams because its agent works inside the same workspace as the CRM, tasks and calendar. Respond.io, SleekFlow, Wati, Rasayel, Interakt and ManyChat each win a narrower job, covered below with prices checked on each vendor's page.

Key takeaways (October 2026)

  • Meta has barred general-purpose AI chatbots from the WhatsApp Business Platform since 15 January 2026; business-specific agents that serve your own customers remain allowed.
  • Since 1 October 2026, each business number gets 1,000 free service messages a month, and Meta bills the rest per delivered message.
  • Entry prices for an AI-capable plan range from $5 a month (Zoye Almost Free, core tools and AI prompts, no automations) to $109 a month billed yearly (SleekFlow Pro), before Meta's charges.
  • Two of the seven vendors (Wati and Rasayel) show no price for their AI agent layer on their pricing pages; ask for it in writing.
  • The single best test of any agent: send it a real question from a phone, then check whether the customer record changed.

What a WhatsApp AI agent does that a chatbot cannot

A WhatsApp AI agent understands free text, answers from your business data, and then acts: it qualifies the lead, offers booking times, writes answers into CRM fields and hands over to a person when needed. A chatbot follows a branch tree you drew. The difference shows up in your records, not in the chat window.

Most businesses meet the difference the hard way. A button-based bot works beautifully until a customer types "do you have anything on Thursday after 4, and is parking included?" Two questions, a time constraint and a detail the bot was never given. The bot replies with its menu again, and the customer leaves. We go deeper on the distinction in AI agent vs chatbot; here is the short version that matters for buying.

An agent worth paying for does five jobs:

  1. Qualifies. It asks the two or three questions that decide whether a lead is worth attention now, and saves each answer as a structured field rather than a line buried in a transcript.
  2. Books. It offers real open times, confirms the slot and sends the reminder, without a person checking the calendar first.
  3. Answers from your data. Prices, opening hours, policies, order status, what is in stock. Not from the open internet and not invented.
  4. Updates the CRM. The contact exists, the source is recorded, the stage moves, a follow-up task appears with an owner.
  5. Hands over. When the conversation needs judgement, a discount, a complaint or anything sensitive, a named human takes it with the whole history visible.

If a product does the first three and skips the last two, you have bought a faster way to type replies. Useful, but not an agent. Jobs four and five are where most tools in this category differ, which is why they carry the most weight in the comparison below.

Meta's 2026 rules for AI on WhatsApp

As of October 2026, Meta allows AI on the WhatsApp Business Platform when it serves the business's own customers: support, sales, bookings, qualification. Since 15 January 2026, its WhatsApp Business Solution Terms bar general-purpose AI chatbots, where the assistant itself is the product. Every agent below sits on the allowed side.

That rule matters for buying in two ways. First, it removes a category of risk: a consumer-style "ask me anything" assistant pointed at your business number is not something to build, and a vendor that pitches one is selling you a problem. Second, it puts weight on scope. Your agent should know your services, your prices and your policies, and decline politely when someone asks it to write their homework.

The money side changed too. According to Meta's developer documentation on WhatsApp pricing, as of October 2026:

  • Meta bills per delivered message, by category (marketing, utility, authentication templates; service messages; Meta Business Agent messages) and by the recipient's country. Messages customers send you are not charged.
  • Since 1 October 2026, each business phone number gets 1,000 free service messages per month, with no rollover. Service messages beyond that are charged, and utility templates sent inside an open customer service window are charged again, after a free period that ran from July 2025 to 30 September 2026.
  • The customer service window is 24 hours from the customer's last message. Outside it, only approved templates can be sent.
  • A conversation that starts from a click-to-WhatsApp ad opened in the WhatsApp app on Android or iOS (not on desktop or web) and is answered in time opens a free entry window of up to 7 days, in which marketing, utility, authentication and service messages are free.
  • Marketing templates are always charged per delivery, and Meta can change rates only on the first day of a quarter.
  • Meta also sells its own AI product, Meta Business Agent, billed on tokens at $2.00 per million. None of the seven tools below is that product.

Per-message rates vary by country, so never trust a single number from an article. Use Meta's current rate card. Our guide to WhatsApp Business API pricing walks through how the categories add up for a small business.

One practical consequence: an AI agent that answers inside the 24-hour window is mostly sending service messages, so a business with modest inbound volume may stay inside the 1,000 monthly free allowance per number. An agent that chases quiet leads days later is sending templates, and those are billed. Ask any vendor how its agent decides which one to use.

The 7 best WhatsApp AI agents in 2026

We compared each tool on the five jobs above, on governance (does a person approve before anything risky goes out, and is every action logged), and on total price. Prices come from each vendor's own pricing page as of October 2026 and exclude Meta's per-message charges. Vendors change prices; check the live page before you sign.

1. Zoye: the agent that works inside your business records

Zoye is an AI Business Operator: one workspace with thirteen tools that already link to each other (CRM and contacts, deals, tasks, calendar, documents, invoices, reports, WhatsApp automations and more), plus an AI that operates them. The WhatsApp agent is not a bolt-on. It is the same assistant that runs the rest of the workspace, so whatever it learns in a chat lands on the record your team already works from.

On the customer side, Zoye's six WhatsApp automations cover the jobs that matter: a new-lead auto-message with per-source switches (ads, forms, website, API, manual) and one message per person, a lead qualification bot that writes answers straight into CRM fields, smart audiences that stay live as records change, scheduled broadcasts with merge fields and pacing, template approval handled for you, and click-to-chat capture. All six are off by default and confirm before sending. The agent answers, qualifies, offers times from one Booking list with automatic reminders, can send a payment link in the chat (Stripe, or Grow in Israel), and hands over to a person with the whole conversation on the lead's card.

On the owner side, the same agent works for you on WhatsApp: create and update contacts, deals, tasks, meetings and invoices; ask for real figures from live data; send a voice note with several requests in it, or a photo of a business card that becomes a contact. The full picture is on the AI agent on WhatsApp page.

Zoye task board where follow-ups created by the WhatsApp AI agent sit next to the rest of the team's work

When the agent qualifies a WhatsApp lead, the follow-up lands on the task board with an owner and a due date, next to everything else the team is doing.

Governance is built in rather than promised. To change what the agent does, you describe what should happen, in the app, on WhatsApp or in Slack; Zoye builds the rule, shows it in plain English, and waits for your approval. Bulk or destructive actions ask first. Every run is logged with what fired, what changed and what was sent. If Meta rejects a send, you hear the reason rather than a false confirmation. Your team works those WhatsApp conversations in Chats, next to Instagram and Facebook messages and comments, with assignment, team notes, quick replies and handover visible on the contact; connecting your own business number is coming soon.

The honest limits: Zoye is not a helpdesk ticketing suite, not a bulk-sender and not a WhatsApp reseller, and it does not run ads. If you need SLA queues for forty support agents, a dedicated helpdesk fits better.

Pricing (as of October 2026): Almost Free at $5 a month ($4 billed yearly) for 1 member with the core tools, 15 AI prompts a month and the Google integrations, without automations. Starter $29 a month ($23 yearly) for 10 members, Growth $59 ($47) for 20, Scale $119 ($95) for 100, and Customize on quote. Priced on people in your workspace, not on how many customers wrote to you. Details on the pricing page.

Best for: owners and small teams who want the WhatsApp conversation to become a real customer, deal and booking without copying anything across.

2. respond.io: the agent for teams already running an inbox

Respond.io is an omnichannel conversation platform built around routing, assignment and reporting across WhatsApp, Instagram, Messenger, email and web chat. Its AI Agents sit on top of that inbox and are aimed at support and sales teams with several humans in the loop.

Pricing (as of October 2026): Starter $79 a month billed yearly or $99 monthly, Growth $159 or $199, Advanced $279 or $349, Enterprise on request. Each starts with 1,000 monthly active contacts. AI Agents first appear on Growth, with 10,000 AI credits included; extra credits cost $15 per 1,000. Starter includes 5 users, Growth and Advanced 10.

Watch out for: the bill follows monthly active contacts, so a strong month raises the cost. The agent assists a team structure; the customer record still lives in your CRM unless you connect one.

Best for: support and sales teams of five or more who already work a shared inbox and want AI on the front line.

3. SleekFlow: AI agents for multichannel commerce

SleekFlow combines a shared inbox, broadcasts and AI agents for WhatsApp, Instagram, Messenger and web chat, with a strong following in retail and ecommerce.

Pricing (as of October 2026): Essential $49 a month billed yearly ($588 a year; $69 on monthly billing), with 3 users and 500 monthly active contacts, but no AI agents and no broadcasts. Pro $109 a month billed yearly ($139 monthly) with 10 users and AI Agents included. Premium $279 billed yearly ($349 monthly) adds AI agents with integrations. Enterprise is custom. An optional CX Intelligence add-on starts at $99.

Watch out for: the AI agent starts on Pro, so the real entry price for this comparison is $109, not $49.

Best for: online stores and retail brands that sell through chat and want AI plus broadcasts in one inbox.

4. Wati: broadcast-first, with Astra agents on top

Wati is one of the best-known WhatsApp Business Platform tools, built around a shared team inbox, broadcasts and a no-code chatbot builder. Its AI agent product, Astra, builds agents for web, WhatsApp and voice from a written description and connects to tools such as CRMs and calendars.

Pricing (as of October 2026): Growth $59 a month billed yearly for 3 users with 250 AI Co-pilot credits, Pro $119 a month billed yearly for 5 users (extra users $39 each) with 500 credits, Business on quote with advanced AI agents included. Extra AI Co-pilot credits are an add-on from $25 a month. On Pro, Astra AI Agents are "priced separately" and the pricing page shows no figure.

Watch out for: the AI agent cost is not public on Pro, so get a written quote that includes it before comparing.

Best for: marketing-led teams whose main WhatsApp activity is broadcasts and campaigns, adding AI to the replies.

5. Rasayel: WhatsApp-first for B2B sales teams

Rasayel focuses on sales teams that close deals over WhatsApp, with shared inbox, sequences and a CRM connection. Its AI sales teammate, Cleo, is offered through early access.

Pricing (as of October 2026): Start $30 per user per month with a 5-member minimum ($150 a month), Grow $40 per user per month with a 10-member minimum ($400 a month), Enterprise from $2,000 a month on annual billing. Annual billing saves 10%. Meta's messaging fees are paid to Meta directly. No price is published for Cleo.

Watch out for: the seat minimums put the entry point well above the others for a small team, and the AI layer is not yet generally priced.

Best for: B2B sales teams of five or more whose deals genuinely close in WhatsApp threads.

6. Interakt: low entry price, AI as an add-on

Interakt is a WhatsApp commerce platform with shared inbox, catalog, campaigns and automation, popular with direct-to-consumer brands.

Pricing (as of October 2026): Growth $55 a month and Advanced $69 a month (plus taxes), Enterprise on request. A WhatsApp AI Agents add-on is listed at $74.99 for Growth and Advanced. A separate AI Agents plan is listed at ₹2,499 a month with 100 AI messages included and $0.011 per AI message after that. The page notes that some prices apply to Indian destination numbers, so confirm the figure for your market.

Watch out for: the agent is an add-on, so the realistic total is the plan plus $74.99 before Meta's charges, and the pricing depends on where your customers are.

Best for: catalog-led brands selling to a single market where Interakt's pricing is strongest.

7. ManyChat: Instagram-first, WhatsApp as a second channel

ManyChat is the best-known chat marketing tool for Instagram and Messenger, with WhatsApp as an additional channel and a visual flow builder that marketers learn quickly. Its AI features, such as an AI step inside flows, sit on top of the paid plans.

Pricing (as of October 2026): the plans are tiered by active contacts. The free tier stops at 25 of them; Essential starts at $14 a month for 250, Pro at $29 for 2,500, Business at $69 for 7,500 and Advanced at $139 for 25,000, and each tier charges per contact once you pass its allowance. Third-party reviews commonly cite $29 a month for the AI add-on; we could not confirm that figure on ManyChat's own page in October 2026, so check it at sign-up.

Watch out for: pricing follows active contacts, and the flows stay in the chat tool rather than on a customer record you work from.

Best for: creators and marketing teams whose engagement starts on Instagram and only sometimes moves to WhatsApp.

Side-by-side comparison

The table below compares the seven agents on the jobs that decide value: where the customer ends up, whether a person approves before risky sends, and the lowest monthly price that includes an AI agent, as of October 2026, before Meta's message charges.

ToolWhere the customer ends upUpdates CRM recordsApproval before risky sendsLowest price with AI agent (Oct 2026)

InteraktConversation and catalog ordersLight CRM layerWorkflow-based$55/mo + $74.99 AI add-on
ManyChatSubscriber with tagsThrough integrationsFlow-basedFrom $14/mo + AI add-on (price not confirmed)

Two notes on reading the table. "Through integrations" is not a criticism; plenty of teams run that way. It does mean someone owns the join between two systems, and joins break quietly. And the price column is the floor, not the bill: monthly active contacts, extra users and AI credits move most of these numbers up as you grow.

The buying checklist: 10 questions to ask before you pay

Ask every vendor the same ten questions and make them answer in writing. A demo shows the happy path; these questions find the edges, which is where a WhatsApp agent spends most of its working life.

  1. Is it on the official WhatsApp Business Platform? Unofficial tools risk a banned number. All seven here are official.
  2. Where does the answer live after the chat? On a contact with fields, or in a transcript?
  3. What data does it answer from? Your price list and policies, or a general model with a prompt? Ask how you update it when prices change.
  4. What happens at the edge of its knowledge? It should say it does not know and hand over, not guess.
  5. How does handover work? To whom, with what context, and does the customer notice a gap?
  6. What needs my approval? Bulk messages, refunds, deletions and anything outbound to many people should wait for a yes.
  7. Is every action logged? You want what fired, what changed and what was sent, per conversation.
  8. How does it handle the 24-hour window? It must switch to an approved template outside the window automatically, or not send at all.
  9. What is the full monthly cost at twice today's volume? Include contacts, seats, AI credits and Meta's charges.
  10. Can my team see who owns each conversation? If two people answer the same customer, the agent has made things worse.

If a vendor answers questions 2, 6 and 7 vaguely, treat it as a chatbot with better marketing.

Where WhatsApp AI agents go wrong

Most failures come from five predictable places: the agent answers outside its scope, writes nothing to the record, misses the handover, ignores the 24-hour window, or messages people who never opted in. Each one is preventable with setup choices, not with a better model.

Confident wrong answers. An agent asked about a price it was never given will sometimes produce a plausible one. The fix is narrow sources (your own price list, your own policies) and an instruction to hand over rather than guess. Test it by asking for something you do not sell.

The transcript trap. The agent has a lovely conversation, the customer says yes, and nothing changes in your CRM. Three days later nobody remembers the lead. Insist that qualification answers land on fields and that a follow-up task appears with an owner. Our guide to the WhatsApp lead qualification bot covers which questions to save.

The silent handover. The agent decides a human is needed, flags the chat and stops. Nobody is notified, and the customer waits in a conversation that has gone quiet. A real handover names a person and puts the chat in front of them.

Window blindness. The agent tries to send a free-text follow-up on day three, outside the 24-hour window, and Meta rejects it. Worse tools report success anyway. Ask how failed sends are reported.

Consent shortcuts. Uploading a purchased list and letting the agent "warm it up" is the fastest way to lose a number. Meta's messaging limits start low and rise with quality, and blocks and reports drag quality down. Only message people who gave you their number and agreed to hear from you, and honour STOP everywhere.

Governance: approval before send, logs after

Good governance means three things: a person approves new rules and risky actions before they run, every action the agent takes is logged with what changed, and the agent never reports a send that did not happen. Without all three, nobody can answer "why did the customer get that message?"

Approval matters most at the start. When you describe a new behaviour ("when a new lead from the website asks about prices, send the price list and offer a call"), you want to see the rule the tool built in plain words before it touches a customer. In Zoye that review step is part of how every automation is created, from the app, WhatsApp or Slack.

Logs matter most later. Six weeks in, a customer complains about a message, or a deal moved stage unexpectedly. The log should show which rule fired, what it read, what it changed and what it sent, so the fix is a two-minute edit rather than an afternoon of guessing.

Honesty matters always. An agent that says "sent" when Meta rejected the template is worse than no agent, because it trains your team to trust a false signal. Ask every vendor what the user sees when a send fails.

There is also the team side. If three people share one WhatsApp number, each customer needs a visible owner, and the agent's handover must go to that owner. Our guide to WhatsApp Business with multiple users explains the options from the app up to the Platform.

Ready to hand off the busywork?

Zoye brings AI-powered CRM, task management, and automation into one workspace.

Get Started

Which WhatsApp AI agent should you choose?

Choose by where the work should land after the chat. If it should become a customer, a deal and a booking in the system you run the business from, start with Zoye. If you already staff a support inbox, look at respond.io or SleekFlow. For broadcast-led or Instagram-led businesses, Wati, Interakt or ManyChat fit better.

A few typical shapes:

  • A 3-person service business getting 20 to 60 WhatsApp enquiries a week: the bottleneck is answering fast and following up. An agent that qualifies, books and creates the follow-up task is worth more than an inbox. Zoye's Starter plan covers 10 members for $29 a month.
  • A 12-person support team handling hundreds of chats a day across channels: routing, SLAs and reporting matter most. Respond.io or SleekFlow Pro are built for that.
  • A catalog brand sending weekly campaigns: broadcast tooling and templates come first. Wati or Interakt, with the AI add-on priced in.
  • A B2B sales team closing large deals over WhatsApp: Rasayel's sales focus fits, if the seat minimum does.
  • A creator whose audience lives on Instagram: ManyChat, with WhatsApp as a secondary channel.

Whatever you pick, run the same two-week test: connect one number, send ten realistic questions from a phone that is not yours (include one the agent should refuse and one that needs a human), and then look at your records, not the chat. The tool that left the most correct, owned work behind is your answer.

If you want an agent that answers your customers on WhatsApp and keeps the customer record, the pipeline and the calendar current at the same time, try Zoye with your leads and see what is on the contact card after the first conversation; connecting your own business number is coming soon.
